Seat belts stuck in Nissan Altima?

there inertia device in them keep tight in crash....
1 first step call dealer see if recall...many cars have had them..[my saturn , subaru]
2 around seat screws...see none? again nissan parts dept people can help...easier talk service,,,and know much/more how things work , r put together..

i have '02 nissan altima & 2 of seat belts in seat lock & won't pull out far enough used. ideas how them unstuck or remove seat them?
