My Monitor won't turn off even the PC is Shut Down?

apparently computer not putting monitor standby when shuts down. monitor going self screen saver mode when loses video signal. if wait, monitor shut down standby mode after while.

have 1 lcd monitor @ work not shut off because energy saving modes disabled on pc former employee, , not have admin privileges on pc fix it. although, gateway monitor, , shuts off after displaying multicolored thing floating around awhile.

my monitor working fine, yet when turn off pc monitor wont came standby instead goes kind of color displays red blue green white,., how can fix this? need im using hp lcd monitor.,.
