Do I need to de-winterize boat?

, actually, yes there "things fix"... unless know did "winterize" vessel, best check "everything" out before running it.
in galveston, texas (hee-hee) lived, worked, , owned live aboard size boats in both boston, ma , buffalo, ny 17 years... so, know can (should , should not) done when winterizing boat long harsh winters...
one, should change oil, two, should have either topped off fuel tanks part of winterizing process... or if gasoline - run boat out of fuel , drain tanks. (i drain mine, found quart of water in tank in spring lot smaller problem rid of 300 gallons of bad gasoline. so, check fuel... fuel lines , carburetors, (were fogged?) cylinders? (were fogged?)
if not, rust (which major boat culprit blooms in spring) clogging fuel, air intakes, , carburetors...
depending on type of boat , kind of engine, have done add antifreeze cooling system (if enclosed one) pulling freeze plugs on engine block if not.
regardless, however, installed new plugs, new wires, new oil, , pour few cans of fuel additive rid of left on moisture didn't drain, first fuel fill-up.

had boat winterized last season (first year owned boat) , put in water yesterday see how run. started right couldn't rpms past 1500. there in winterizing process causing this? if so, have fix?
