Which bike should I get in DC?

moved dc , want buy bike. have never owned bike before , barely know bikes. rode them when younger; driven stationary bikes @ gym in last couple of years.
purpose of buying bike interest start riding bike on nearby biking trail on weekends, fitness. hoping use bike commute short distances (less 5 miles) because don't own car here. if lets want go play soccer on weekends; use bike. or maybe groceries or small items nearby stores.

experienced bikers please let me know start? should new bike or used one? should pick 1 of cheap ones walmart , helmet? or there exclusive stores should visting?
