Are there any success stories in the services Local Councils provide? Are they worthwhile in modern Britain?

when local councils stick serving needs of population, successful, eg street cleaning, policing, rubbish collection, education, maintenance of infrastructure , on. when after non-essential needs of population pruned down eg support sports groups, cultural groups, groups oriented sexuality , on.

groups have find alternative funding, others not interested in lifestyles or interests wouldn't have fund them.

do local councils provide right services in moern britain?
in current financial climate, right local councils bearing brunt of budget cuts? public suffer result or services prvided inadeqauet anyway?
