Windows cannot recognize Hp printer?

hello everybody, have hp desk jet f380 started having problems lately. trying install on windows 7 , windows xp both windows cannot recognize printer. working fine can’t install driver because when asks me connect printer usb wire computer not recognize device. changed usb wires , removed , reinstalled drivers still no luck, cartridges new , there paper loaded, windows updated , looks fine still can’t figure out why computer can’t recognize usb wire connected printer. 1 more strange thing happening lately, when turn on printer light getting stuck on , printer not respond unless unplug , forth few times. had problem before please advice?
