Why hasn't Germany invested in aircrafts carriers?

if you're talking second world war:

germany had small fleet; they'd been forced scrap entire navy after first world war, , start building new 1 scratch after hitler took power.

such, knew they'd have no chance fighting british fleet one-on-one; best bet instead build small, fast raiders sneak past british raid convoys. meant cruisers , battlecruisers, not aircraft carriers.

did have plans build bigger, full-size fleet several battleships , aircraft carriers, planned later (1947 - 48 or so.) when ww2 broke out in 1939, had 1 aircraft carrier - graf zeppelin - under construction , second on drawing board. decided cancel construction of ships , use dockyards build u-boats instead, since seemed more useful sort of war germany had fight.
