Boat tilt doest work, and now it is even stuck?

bought used boat recently, 26foot, bayliner 1979, dunno model. tilt doesnt work , doesnt make noise @ all, can used lift , down rope (that's how did when putting boat water). yesterday went out boat , hit shallow water, when got back, tilt stuck there, cant lift rope anymore.
can problem of stuck , how can fix tilt can function normally.
