Does getting a tattoo cover up scars?

scars can tattooed over, hey have healed, means no pink color, needs white, or peach colored. tattoos take fine on scars, long tattoo artist has amount of experience, don't want amateur doing one, when tattoo on scar, change in tissue visible, meaning if scar raised, bubbled or crinkly, texture show through tattoo, scar isn't noticeable anymore.
