Populated suburbs and ultralight aircraft help?

lately have developed sort of interest in type of aircraft ever since learned martin jetpack classified one.

got me wondering ultralights allowed fly. first hearing don't need type of license pilot one, thought there little if regulation on , how high these go (of course assuming stay out of airspace used airports , such).

however, through question asked, discovered "no person may operate ultralight vehicle on congested area of city, town, or settlement, or on open air assembly of persons".

however, faa regulations went on "no person may operate ultralight vehicle in prohibited or restricted areas unless person has permission using or controlling agency, appropriate."

so, since statement included in faa regulations can assume there someway around 1st clause quoted.

know of way? there specific guidelines describe constitutes "congested area" or ultralights banned flying on populated area? 1 contact faa special permission of kind if there no other possible loophole? if permission obtained, 1 forced abide stricter regulations keeping aircraft in hanger when not in use , filling out time consuming flight logs?
