Claiming children on income taxes...?

have had ex boyfriends child reside me since jan 28/10. mother lost costody of him , cps came , took him house. @ time father had never lived me. place not suitable nor have child. still have child, no funding. gets baby bonus , child tax credit fraud. i'm wondering if can claim child on taxes. have home daycare losing 145 dollars week having him here. father has no car therefore not pick him take him daycare or anywhere matter. make decisions , pay everything! can please me!
