My 96 nissan maxima heat turns cold back to hot?

on last few months whenever turn heat on in car, 96 nissan maxima, blow cold go hot cold when im idle, @ light or parked. coolant levels , guage never reads car temperature bad. replaced idle pulley , belt 3 days ago, thoght maybe problem, still doing it. thought on might wrong?
