Has My New Computer Been Miss-Advertised?

mate bought new £655 gaming computer via 'ebay'' (item id: 170371186740), wonders if machine has been miss-advertised.
computer features 2 graphic cards, yet 1 doesn't work when hdmi cable plugged in, due 1 card having wire attached motherboard.
also, quad core machine advertised having 14.4ghz worth of processer, yet on motherboard printed featuring 2.6ghz (presumably on each core), of course amounts 10.4ghz.
1 final point, psu fuse has blown, yet warranty, void seal on 'new' computer broken.
sound in order, or has mate had wool pulled on eyes?
advice appreciated.
