What can I use to draw on hard plastic? + protect?

want buy either clear, white, or black (probably white) cover case new phone (lg chocolate touch if visual needed), , since don't of cases i've found, want draw own.

questions are--
1) can use draw on [hard] plastic?
2) how protect plastic that's protecting phone? (so art doesn't scratch or smudge, etc.)
