Illawarra Toyota - Cheats and Liars - how do I complain effectively?

purchased used car illawarra toyota on 15/01/2010. when issued registration papers registration on paperwork was not same rego plates on car! spent week , half calling them issue new paperwork no response. emailed them asking done. reissued paperwork , incorrect again!

additionally agreed fix scratch on car when purchased vehicle put on paperwork not done , have promised give contact details of fix scratch still no arrangements have been made , no details been given. result of not having correct paperwork can not transfer car our name, endangering our insurance , incur fee rta has been more 14 days since purchase. can not transfer parking permit new car without registration papers , have incurred parking fine. have asked them reissue paper work correct number plate of be16nc, correct purchase price of $17 750 , more updated date of sale of 29/01/2010. emailed request salesmen, general manager , senior business manager , no 1 has got me solution.
continue receive no response either email or phone , obvious going direct not working. have lodged complait fair tradding - else can raise matter .... toyota hq, aca, ????
