Help with painting a bedroom ceiling?

purchased home. in 1 of bedrooms there flaking paint in corner of ceiling. ceiling not stained, think there may have been minor water damage @ point.

have scraped off paint in area , lightly sanded, when try apply primer roller, pieces of ceiling keeps peeling off onto roller.

need replace drywall in portion of ceiling? or there easier way me fix problem?
