I have a problem with my headlights losing power for my 2003 Subaru Impreza WRX, Can anyone help?

have 2003 subaru impreza wrx , have tried fix problem having headlights. anytime turn on headlights else such radio, heat, or a/c, lights go in dim/bright cycle. lights dim , charge bright again, on , over. have replaced battery best there is, have had alternator checked twice already. have had car plugged in see if there error codes, nothing shows....any suggestions? ever heard of before?
