Can the States ever regain their Power over Federal Governmernt?

yes founding fathers gave states 1 ace card play on federal government. article 5 of constitution states in part 2/3 of states if chose propose amendment. if 2/3 of states did 3/4 of state legislatures have vote yes on proposed amendment. if happens part federal government plays part in when president signs new amendment in law. president cannot veto this. said here new amendments states should come with:
a) term limits senators , congressmen- no person serving in either house of congress shall allowed run more 2 terms.
b) salary senators , representatives- since congress supposed represent people members of both houses of congress shall not make more average tax paying citizen.
c) recall amendment) when ever member of congress deemed out of touch state represent, state legislature shall have power recall them , conduct special election seat. whenever president shall deemed out of touch american people majority of state legislatures shall have power conduct special election office of president of united states.

if such move made checkmate abusive federal government have right
