There were hardly any boat on the river?

use either if change noun of boats...

"there hardly boats on river." making boats plural.

"there hardly boat on river" making boat singular , changing "any" singular "a".

first sentence sounds more natural.

is correct "there hardly boat on river" instead of "there hardly boat on river"?
