Does a Boat run faster or slower when there is a fine layer of oil on the water?

suspect boat on plane might little faster on oil ... sucking oil cooling system ... sounds nasty , dangerous me ... water skiing or wakeboarding .. not fall .. or sure close mouth, eyes , other body openings don't want stuff oil ... have ambulance ready take somewhere pumped out....

was curious if boats run faster or slower little bit of crude oil on surface of boat or possibly water ski ?
