Should I replace my computer monitor when I start seeing lines on the screen?

computer monitor has started show lines @ top of screen week now. friend of mine said knew tv doing that, , eventunally had picture blow out on it. lines @ top of computer monitor mean monitor needs replaced? if so, know how long after lines appear monitor needs replaced?
