art begins whenever own sake. if keep @ , keep getting better, becaome artist @ activity , activity becomes art , may, or may not, have physical manifestation.
once asked school district counter frequent abuses architects , engineers. cost district money not doing work , causing chnage orders.
developed spread sheet system tho applied aesthetics , psychology , made spreadsheet official, yet subtly beautiful.
because of visual impact of spreadsheets, beaurocrats able understand problem , make changes in contract enforcement.
there can aethetics of high order in way groups of people handled produce desired result.

art matter of focused effort , degree of excellence.
