My Car is over heating, Why?

car 1997 subaru legacy. on heating , don't know why. keep coolant on hand @ times , keep tank full know wont on heat. husband thinks there wrong water pump temp gage , radiator. know isn't hoses clogging checked those. reserve tank fills , takes 15 mins. go down. think because leaves in sun , when starts car, takes off , doesn't let sit moment. never have problem when driving car on heats when drives car. if 1 knows cars can answer why car on heating way please let me know.
