What do I need to legally operate a newly purchased boat in Missouri?

depending on size of boat, need life jackets, flares, if born after 1975 need boating license, type throw-able life jackets, red emergency flag should ready boat, proper lighting, if wanting ever dock boat few days, if ever dock on night need cv radio day out on water not needed, when go out need title, or proff of ownership, fire extinguisher, proper anchor , rope depend on size of boat, want have long rope tided boat when launch , retrieve boat aligning on trailer , keep dock when go launch because boat drift away, ow if boat not have horn need air horn, believe that's

i going purcahse first boat tomorrow morning. owner has 3 titles , boat registerd through year. want take boat lake weekend (tomorrow friday). need legally operate it?
